Through theoretical and practical experiences managed by scholars in law, managers and actors, one can underline the continuous extension of economic public utilities. Along the 1880-1950 period, two succeeding configurations appeared: the first one, republican and decentralized, is based on private companies; the second, as a consequence of the Great Depression of the 1930’s and of Second World War, mixed public utilities and national companies.
